3405 Shelbourne
Coming Soon
3405 Shelbourne
3405 Shelbourne is envisioned to see the establishment of new and diverse housing forms to the neighbourhood including missing middle housing.
RegisterIntroduction
The project will offer junior, one, two, and three bedroom condo homes – including family-oriented ground level suites – and feature an expansive outdoor courtyard amenity offering year round opportunities for connection and play.
The architecture and landscape have been carefully designed to complement the neighbourhood. A series of architectural frames between floors 2 and 6, providing visual relief and interest to the elevations and optically reducing the building height.
The interior faces of the frames are treated with warmer wood cladding and guard rails. A combination of white and dark stucco and balconies with glass guards creates a visual hierarchy and achieves a lightness and playfulness.
This project will greatly enhance the streetscape with a landscape plan that is drought-tolerant and rich in biodiversity and pollinators to enhance the surrounding ecosystem. The gardens are designed with an urban approach in mind with raised planters forming separations between public and private spaces.
Located in the Camosun neighborhood, the proposal has been developed in response to both the Saanich Official Community Plan (OCP) and Shelbourne Valley Action Plan (SVAP).

Community updates
We continue to meet with the community to provide updates on some changes to our proposal for the development of 3405 Shelbourne Street. We invite you to view the recorded sessions by clicking on the video below. In addition to the videos, we have included a bulleted summary highlighting the thoughts and ideas that came from the community through our conversation. We encourage and welcome feedback on this proposal.
Traffic pattern & pedestrian safety
- Traffic pattern changes from Freeman and associated impacts to other streets
- Does the traffic study account for traffic flowing South along Shelbourne and does it consider the whole Shelbourne Valley
- Turning left onto Shelbourne will become more difficult
Parking
- What parking is provided and how does it compare with what is required by Saanich’s Parking Bylaw
- Street parking concerns on Freeman and Kingsley, this project will compound the current street parking problems
- Parking variance requested is significant
- SMUS overflow parking on Knight Ave, Kingsley and Derby Rd will be exacerbated by this project
- Is adjacent Abstract townhome development project contributing parking to proposed development
- Abstract’s adjacent townhome project contradicts parking/bike strategy for proposed development
- If project was 4 storeys, would that improve parking ratio to be more in line with Saanich’s parking bylaws
Building design
- Have cargo bike racks been included and what are the bike storage options
Construction
- Construction parking plan considerations and concerns
- Blasting impacts to neighbouring properties
Environmental
- Will there be EV charging for vehicles
- Compared to the existing site undeveloped, how is this development going to mitigate or improve the effects associated with climate change
- Building step code 3 is already out of date, how are you looking ahead
Housing affordability & unit mix
- Housing affordability, how affordable will the units be
- Saanich has a deficit in 3 bedrooms, why are studios and micro suites being built
- Unit mix must be improved to address 3 bedroom unit type housing need
General
- Is the project viable at 4 storey’s from a financial stand point
- Impacts of airflow/microclimate from taller buildings
- Corridor effect from taller buildings along Shelbourne St
- Why purchase the land in the first place when 6 storey’s is required for the project to be viable which doesn’t align with Shelbourne Valley Action Plan
- Height concerns, 6 storey’s is high for the area
- Have shading studies been performed and what are the associated impacts to neighbouring properties
- Shading concerns with losing afternoon sun on Kingsley Place
- Rationale for building 6 storeys vs 3 or 4 storeys like other buildings currently in the area
- Setbacks on 5th and 6th levels do not offset height concerns, 4 storey’s is a better fit
